Form C209

Every single time we land in the UK (form Europe), we have to fill in the wretched C209 Customs form. Why? The booze is on the plane, it is tax paid in Europe, it's going to be given away and the only place that it's going to go is to the caterers if we don't use it. The form just lives on the outside of the sealed bar and in the fifteen years I've been flying, not once looked at. What a waste of everybodies' effort. Can anybody justify this waste of time?
