OTS System

Does the North Atlantic Track system have any restrictions on the times that an aircraft can operate in it? I've noticed that most flights departing east-west leave the UK in the afternoon, whereas traffic operating in the opposite direction leave the US in the evening. Are there specific times that a particular track is active, or is it possible for flights to operate in either direction at any time of day?
