Hurricanes

To all the MET expads,

to my knowledge it requires a water tempereature of 26-27 degrees celsius to produce a hurricane.

Why doesn't it happen over the persian golf, where water is most of the time warmer than mentioned?

When these storms move over land or cooler areas of water they weaken rapidly.
Persian Golf isn't enough area of water to produce tropical cyclones
