In theory a scheduled airline operating a charter flight doesn't sell the seats itself. There is always an exception!
Aer Lingus has been selling seats to Orlando directly via its website.
Dublin-Orlando is clearly listed as a charter flight!

generally scheduled means that the airline flies to the same place daily at around the same times. Charter means that the airline does not regylarly fly the route daily, but maybe once or twice a week.

Charter/commercial?
Why are "charter" and "commercial" opposed at all?
Scheduled flight - I suppose it means that the airline announces they are going to fly a number of flights on the same route on regular timetable - it can be as infrequently as once weekly or even fortnightly on a regular announced timetable, so anyone can buy tickets.
Charter flight - I suppose it means someone pays the airline to have a flight to a route and at a time they do not fly regularly, and gets all the tickets - whether the charterer sells the tickets to tour members for a profit or travels with a private party.
I do not see why an airline cannot charter planes when they are free from scheduled routes. But of course, I suppose that an airline might also have no scheduled routes at all, only charters.
But "commercial" means they are supposed to make a profit and cover their costs from the users, whether indifidual ticket fees or the charter prices. I do not see why a charter airline is not "commercial"...

Scheduled flight are ones where seats are sold to individuals. Charters are where seats are sold (generally in blocks and often as entire flights) as part of a package (which I think has to include accommodation) where the actual cost of the flight is not shown. Charter airlines also operate scheduled services and sell (spare) seats which they have not previously sold to their charterer/s. All are Public Transport Operations.
