NADP2 / what is Vzf

I want to ask some questions about ICAO's procedure
that i'm still not clear.
About NADP2 (noise abaitment departure procedure 2)
What is the meaning of Vzf ( zero flap speed) in term of ICAO ?
Is it the same as Vclean (green dot) or just the speed that we have enough stall margin to retract flaps
And if it is not the same as Vclean, may be lower than Vclean
how do we do in case of one engine failure during
climb after flaps retraction and climb with Vzf(between 800ft-3000ft) do we need to lower the nose and accelerate to Vclean to achieve the best climb gradient and if we do that
how can we concern to the climb gradient during lower the nose to accelerate to V clean?
and why NADP2 not apply Vclean between 800ft-3000ft
after flaps retraction instead of Vzf.
