brussels signage

was looking at a photo taken at one of the holding points at brussels a few years back,and there was a board that read :'DVOR 114.5 249 deg 21NM"...now i've never come across such a sign at any of the fields i've operated at,so what's it for?

cross checking VOR/DME equipment perhaps? or a position reference?
