Météo-France has a special French climate web-page (didn't find an English version, though) with lots of links and a CD-ROM
Hope this helps
Edited to mention that most data were not for free unfortunately.

You can find some data on the Plymouth State College Site at:
http://vortex.plymouth.edu/u-make.html
If you want to go through METAR data, you can find limited data under the "Surface Observations Text Listings" link. Select Mexico and Other for the region. This data goes back to July 30, 1998.
Long-term Global Surface Climate Data (October 1977 - 1991) at:
http://vortex.plymouth.edu/climo.html
Good luck with that mate.
