Flying someone else on Business

I know a businessman who is keen to buy an aircraft to tour around europe on business. He needs an aircraft and a crew.

I said why don't you charter but he seems to think ownership would be more fulfilling in the ego department (little does he know)

Anyway ,legally what does he need to do other than buy an appropriate deiced aircraft and instrumented aircraft, insure it for business and rent an appropriately qualified pilot. Does he need an AOC or anything like that?
