Not sure this is the right forum but. . .
The actual for Luton currently shows
EGSS 281120Z 27012KT 9999 FEW022 SCT050 01/M03 Q1002 23290095
Maybe I am being dumb, but can someone tell me what the 23290095 is? I notice that only Luton and Biggin seem to have this figure

On my thrusty/trusty snowtam decoder (Courtesy of some switched-on pilots from defunct Swissair),the meaning of that string is:
Runway 23 contaminated
Wet
by water patches
on 51% or more of the rwy
braking action good.
The water contamination is confirmed by the actual temperature (+1 C).

EGSS = Stansted
The figures stated is information on runway conditions ie: slush, snow, ice.
The first two digits indicate the Runway Designator
The third digit indicates Runway Deposits
The fourth digit indicates the extent of Runway Contamination
The fifth and sixth digits indicate the depth of deposit
The seventh and eighth digits indicate the Friction Co-efficient or Braking Action.
Hence 23290095 becomes…
23 = Runway 23
2 = Wet or water patches
9 = 51 to 100% of Runway contaminated
00 = Less than 1mm depth
95 = Braking Action Good

Hi, yintsinmerite.
The 8-figure runway state group may be added to the end of a METAR (actual weather report) when there is lying precipitation or other runway contamination.
I guess it depends whereabouts you do your flying (and the type of weather that you have encountered) as to whether or not you will see this very often. I certainly have to reach for the decode whenever I see one.
