If you must do all parts of a licence in issuing country...
AFAIK, one can only get a JAA licence or rating if all parts of that licence/rating are completed in a single JAA country.
So, if I have a UK CAA issued JAA PPL, can I go to France to do my CPL?
Is so, how do can a single authority issue an ATPL were the ground school is done in one country, and the flying in another? These tend to be in integrated courses, so I guess they are getting arround it by being, effectively, 'one school'.
Could I, as a modular type with a CAA/JAA PPL, do my Ground School with Bristol, then complete my CPL with an approved school in, say, New Zealand / USA / Oz / RSA, and then do my IR 'another time' in a third country...?

I might be wrong here... but I think you're confusing the issueing country with the country where you do your training.
Training for a UK-issued JAR license must be done at a UK-approved school. That school can be anywhere in the world, which is why you can do parts of your UK license at approved schools outside the UK.
What I don't think you can do (and this is the bit I'm not sure about) is mix ratings and licenses from different issueing countries. So you can't add a French IR, issued by the French authorities and with training done at a school approved by the French authorities, to your UK-issued PPL or CPL.

yes, you can do your renewal in sweden if you have a UK JAA license.it s what I heared.
the question regarding the french problem, your JAA UK ATP theoritical course is not approved by the DGAC unless your did the course by a FTO recognized by the DGAC(700-900hours in a residencial course, about 1 year full time).
to resume, JAA license are only recognized by the DGAC if they have been done in France.
Do not expect to much from the DGAC, they are just a pain in the ... and everybody will tell you it!

As far as the regs say you can do the cpl the same country as you medical, your cpl and theory exams. The ir is an add on.
Apart from France who are a complete waste of time in JAR and don't respect any other state. Claim its because of laws created 200 years ago.
