What is happening with the IMC rating?

Nothing!!??

The IMC Rating is defined by statute in the ANO and so cannot be changed without Parliament's approval. It is more fully described in CAP53 which, though out of date with regard to PPLs, is still the authoratitive document wrt the IMC rating.
