ATPL and CPL at different countries

ATPL and CPL at different countries
Hello,
I am currently holding a Greek ATPL and I am thinking to continue my CPL at another state member of EASA, example France. Worth noting is that I have a PPL and Medical from France.
Will this be a problem when issuing a full EASA FCL licence?
What country will this licence be issued at? At the country of the CPL training or the ATPL training?
Will it be any problems facing a job?
