can you let me know how to perform KDCA LDA Y 19 approach

I know Straight- in landings are only allow when your final approach course and runway heading are aligned within 3 degrees.

Still, this LDA Y 19 approach, the final approach course and runway heading is off 37.5 degrees. Still, this approach is considered straight-in approach. why is it?

Also, I would love to calculate PDP ( planned descend point) for this approach.

To do so, usually you can subtract 10% of MDH value from FAF to MAP time.

But when you look at the table, From FAF to MAP only takes 72 seconds (based approach speed for 140kts). But, 10% of MDH is 108 seconds.

is there any other method I can use? should I use MDH/300 method? in this case 1087/300 = 3.6nm from runway threshold?
