Question JAA Member State

I have a CPL/IR licence from JAA member state and would like to get JAR ATPL licence in UK.This JAA member state hasnīt started to give JAA licences yet?My question is How can I convert my licence in UK?

I believe that you have a German licence. In that case you are not yet entitled to convert your licence to JAA-FCL since Germany have not yet complied with the requirements laid down for membership. Of course, it will eventually do so, in which case you will have to convert your licence with the issuing authority and not a third party state. Good luck.
