Removal of 5yr window of 200 hrs

Hi , I've emailed Dgca requesting them to remove the 5 year window for 200 hours.this rule makes no sense . A cpl holder can fly after 10 yrs rest without any issue , just gotta do the recency . They've replied to make changes if many request are made. They have made changes in the past.

Is this regarding total hours before a CPL exam ? If so I've not heard of a 5 year time window....where can I find verification on this. Edit: The DGCA is Indian ergo this rule only applies to there...?

If I've got the wrong end of the stick I'll shut up
