Validity of ATPL Exams

Hi all. I have been trying to clear up a question in my mind. I did my first atpl exam in June 2013 and last in December 2014. Now, i would like to start multi cpl ir in march 2016. How long are my atpl exams valid for? I have found some information on UK CAA website but i do not believe the information was very clear. Are each exam valid for 36 months or do I have 36 months after the completion of last atpl exam to finish ir/cpl training and skills test? Your answers are very much appreciated.

Section 4, part A, Paragraph 3 of CAP 804:

months;

(ii) for the issue of a commercial pilot licence or instrument rating (IR), for
a period of 36 months;

(iii) the periods in (i) and (ii) shall be counted from the day when the pilot
successfully completes the theoretical knowledge examination, in
accordance with (b)(2).

(2) The completion of the airline transport pilot licence (ATPL) theoretical
knowledge examinations will remain valid for the issue of an ATPL for a
period of 7 years from the last validity date of:

Is this validity of 36 months for the SEIR or MEIR. For example, if someone takes their Single engine commercial and single engine IR within the 36 months of passing their last ATPL exam. And the 36 months have then lapsed after the issue of SE Commercial and SEIR. Now CPL is valid for life, and if the pilot wants to upgrade to MEIR after the 36 months. Can he do that with those existing ATPL exams, or does he need to sit for some exams?
