CAA ATPL Exam Cancellations

Can anyone tell me if the CAA refund fees paid in advance for exam sittings, if enough cancellation notice is given?

Everything I see online is a bit vague on the topic.

They will refund....

"Where an applicant has paid in advance for an activity e.g. exam fee, which has not been processed by the CAA, through no fault of the applicant, then a full refund should be given"

I did see that, thanks, it was the "which has not been processed by the CAA, through no fault of the applicant" bit that confused me. Not quite sure what they're getting at there.
