List of individual Instructors?

Whilst there is a list of all approved ATO's/FTO's via the CAA website.

Is there a list or register anywhere of individual Instructors who teach PPL, CPL, ATPL Theory and Flying?

How do students find out about flight or ground instructors who are willing / able to teach private study students?

As I'm sure you know, training for the issue of a licence, rating or certificate has to be done under the auspices of an ATO or, for the time being, a RF (PPL).

Hence, individual instructors, assuming that they do not hold their own approvals, cannot act in the way that you are suggesting.

Unless I have misunderstood the point of your question.

You shall not find a list of individual instructors as previous posts stated it is FTO/ATO approval that counts. However there are a few instructors, mostly theory who operate on a 1 to 1 or informal basis for private tuition and/or weekends.

The caveat is that any training is extra and non-approved (under EASA course terms), you still have to do the minimum hours and attended formal courses to be signed off by your FTO. (I make this crystal clear on my website and during any conversations). That said I have found students struggling to manage study time and business commitments jump at the option & are happy to pay for it.
