Question CPL hour requirements pre licence issue

Before sitting the CPL flight test, is it a requirement to have both the qualifiying cross country completed and 100 hrs P1 or are those requirements just for licence issue? The reason I ask is that I won't be applying for the CPL until I have completed the IR.
