Places to do instrument training?

I need to take about 20-30 hours of instrument instruction in a fixed-wing or helicopter simulator (part of the IR course). Where in the world, outside of the US, can that be done relatively cheap but with good quality and with an instructor that speaks at least reasonable English?

It might be a little broad question but at the moment I have an open mind as to where to take that flight training.

Is this for an IR issued by an EASA member state?

No, it's not and in my case it can be training under any ICAO authority.

In FAA-land they can use "PCATD" sims for part of the IFR training - nothing more than a fancy PC-sim with a letter from the FAA authorising it. I didn't find that it added much value - but the school charged peanuts for it (I think you just paid for the instructor time) and it counted towards the hours requirement.

In 2010 the school I was at was charging (I think) $82 per hour for an instrument-capable C152 plus $60 for the instructor. I wonder how much cheaper a decent sim would be?
