I can only speak for the USA but yes, you can.
Either upon first application:
At a later stage if you already hold the 61.75 validated certificate:
Common confusion: do not take the regular instrument written test, even though they are almost identical.
Written tests can be done in Farnborough or Le Bourget
Either upon first application:
- file paperwork for the 61.75 (certificate based on) application
- take the "Foreign Pilot Instrument written test"
- you will be issued a PPL/IR
- the validated IR will NOT carry over to a stand-alone FAA CPL
At a later stage if you already hold the 61.75 validated certificate:
- file paperwork for a new validation application
- take the "Foreign Pilot Instrument written test"
- you will be issued a new certificate
Common confusion: do not take the regular instrument written test, even though they are almost identical.
Written tests can be done in Farnborough or Le Bourget
