JAR-FCL Flight Instructors in the USA
Hi all,
1. I am in the process of getting the JAR-FCL FI (Flight Instructor) rating. Currently I hold a JAR-FCL CPL with IR and MEL. Additionally, as I got my initial flight training in the USA, I hold an FAA CPL with IR and MEL. With the introduction of JAR in Europe and the subsequent market for training towards JAR licenses in the USA, is there a real market for JAR-FCL FI rated instructor over there?
2. I know most training organizations in the USA that conduct flight training for JAR licenses have specially approved instructor doing this (Appendix 1 to JAR-FCL 1.300). Obviously there is some cost involved in getting this approval. Anybody know who usually carries this cost? The FTO or the individual instructor?
3. I know that at NAIA (North American Institute of Aviation), at least when I was there, the cost was carried by the FTO. This is of course a considerable cost to the FTO, but if you compare it to sponsoring a JAR-FCL instructor with an H-1 visa - maybe it's cheaper. What I'm thinking is this: If it's cheaper with an H-1 visa, why not bring in JAR-FCL FIs to do the job? However, on the other hand: if it was cheaper, why aren't there more JAR-FCL FIs in the States? (Or maybe I'm all wrong and there are a whole bunch of FIs in the USA) What is the cost of an H-1 visa compared to the special JAR-FCL 1.300 approval?

Good questions there TT.Don`t think I qualify to correctly answer any of them, but maybe I can point you in the right direction anyway.
Try to get a hold of the people of Scanavia in San Diego.I believe their website is at www.scanavia.com
They offer both FAA and JAA training and (at least have been) are looking for JAR FIs.
As to your visa question; the H-1 visa is for so-called "specialist" professions i.e. musicians, professors and so on.
What you`re thinking of might be an H-3 visa, but only if the employer cannot find any qualified U.S. citizens for the positions, or none who want the position.
But then again I don`t think that there are too many U.S. JAR FIs for the time being so you just might have a shot!
