PPL ICAO and modular course in Europe

Is it possible to undertake a modular course to obtain an european CPL IR and MEP with a PPL FAA with at least 150 hours?

What does JAA/EASA concern the night qualification that is a privilege included in the american PPL?

At the moment, my plan is to obtain a PPL in the USA and fly up to 150 hours, then come back in Europe and study the ATPL theory and obtain CPL with IR, ME and MCC.

Is it possible?
