Unless the situation has changed in the last six months, I believe you have to do the same theory exams as for the ATPL, since there are no CPL level exams anymore. I know this situation has discouraged students in the past, but looking on the bright side if you are considering a commercial career it has to be done in any event.
To convert a single engine PPL IR to the full multi IR to attach to a CPL is then only a matter of getting the multi rating and completing training "as required". By this time all the airways stuff should be tucked well away, leaving only the multi handling and engine failure bits to revise.

The JAA plans have made it uneconomic
for training providers to do this
e.g. PPSC
No surprise that the number of PPL/IRs
have dropped to a trickle - was it 20
last year
Single figures this year
You will have mobility in Europe though
with the JAA IR.
