ICAO holding speeds expressed in KIAS or KTAS?

ICAO holding speeds expressed in KIAS or KTAS?
The title says it all. I always thought ICAO holding speeds were expressed in KIAS. Now that I had a look at PANS-OPS, Volume I, table II-6-1-1, I'm not so sure anymore. In the table speeds are simply expressed in knots and km/h, without further explanation.
My next thought was there had to be some general rule saying speeds in PANS-OPS were IAS unless indicated otherwise. But there isn't. At least, I couldn't find such a provision.
Any help?

Answering my own question... That's so ridiculous.
Holding speeds must be indicated air speeds. Otherwise the comparison between 280 kt and M 0.8 would be completely pointless.
