looking into A320 type rating.
would like to hear your recommendation on TRTO provider in Europe or USA,
with regards to quality, prices, and base training options.

Anyway, I suggest you Cockpit4U, Lufthansa Flight Training Centre or Hub'Air. Give a look at CAE, as well.
