Obtaining a commercial job with low hours

Will there be any change of obtaining a commercial flying job with minimum hours in the next 2-4 years with someone like Flybe or even flying a tin can with wings.

You mean like a real job, with decent pay and not the one you use for hour building only?
Even I have to say "quite doubtful" on that one, then

If everything goes the right way (like it doing now, but war in Libya), then maybe, it will be some jobs. But it still be very hard to get, cause of amount of people that would apply for them.

Otherwise, just like now, if you do know right people and you are a bit lucky, then sure, why not?
