Try Flight Safety or CAE or Simiflite. Located UK, Europe, US and Dubai.
If you have very low hours I would strongly suggest speaking to operators to see if they would be interested in you especially regarding insurance minima and stipulations from the owner of the plane. If they show interest then it might be a gamble worth taking. However, it's risky whichever way you look at it.

Contact Simcom in Orlando, they are by far the cheapest, and the standard is equal to that of FSI. I am not sure if they do JAA, but highly recommend them. FSI is certainly not worth the money, and stay away from CAE Dubai. Probably the worst training facility for HS and G4 anywhere. CAE Dallas are very easy to deal with.
