I looked into this a while ago, as my company were considering posting me out to Singapore. You might try Senai airport at Johor Bahru - do a google search on Johor Bahru flying club.
I emailed them to ask about some recreational flying on a JAA licence. Their response was that I may be able to do this, but ultimately I would have to convert to Malaysian. They said that currently the Malaysian DGCA were not being very cooperative at processing PPL training and were aiming more at a few select approved flight schools for professional training only.
If you are Singapore based, you might try Republic of Singapore flying club at Seletar?
