hours are hours RIGHT????

Hi everyone
So im confused i hear by one half hrs are hrs and on the other side im told its not true.
Im thinking of doing my training in the US obtaining both licenses FAA and JAA but i plan to stay in the US after my training and becoming an instructor and working at one of the flight schools and build hrs but everyones saying that working as an instructor in the US, those hrs you're building while instructing dont count with JAA because you did it on american soil..
