Help Regarding DGCA

hi all ....i have a doubt please help me
here , i have a DGCA commercial pilot license, now my multi-engine instrument rating is about to expire and the multi-engine which i have endorsed in my license is not available in INDIA rite now ....
so can i get a NOC from DGCA and go to PHILIPPINES do my multi-engine instrument checkride i.e 1hr of check , and comeback get my instrument renewal ??
and in this case do i need to get philippines license or can i juz fly for 1hr and come back ?

please help me
