EASA Part-FCL and license conversion

Could someone familiar with the new EASA FCL draft (Rulemaking | Comment Response Documents (CRDs) and Review Groups) tell me if it will be possible to convert a FAA CPL into Part-FCL CPL? What about IR? Will there be any significant changes in EASA FCL from what we are used to, regarding license conversion?
