JAA flight training outside a non JAA country

Pilots & Instructors , can you please help me:
-Does a JAA training in the USA allow to work in Europe? I'm particularly speaking about some schools which provide a Full ATPL Frozen completly in the USA.
-Is it recommended to do the JAA CPL directly or do the FAA CPL than convert it to a JAR one.

Yes and no.

It is the licence you need to operate an EU Registered Aircraft so in this regard yes.

It is not a work permit. So you need to be a Citizen, have a work visa or similar allowing you to work in the EU.

As for converting- Just remember it takes longer and costs more than many places quote.
