Close to you - in Latvia you can get the fATPL comparatively cheap.
Not sure if I can name them here (or I'll be banned for SPAM), conatct me and I'll provide you with more info. I know these guys who train ATPL wannabees in Latvia.

OK, I will stick my neck out on this one. You CAN do the fATPL, CPL and ME/IR in Latvia. It will be modular (there is nothing integrated except for TRs here). ATPL theory is distance learning and is based on W European standards (pass rates are excellent). The costs associated with AC hire can be much lower than elsewhere in Europe. As well as the established FTOs, there are additional FTOs who are going through the approval process at this time, so there is a degree of choice in the market, even for such a small country.
I will not post names or contact details of the schools here, but anyone who is interested in training in Latvia, feel free to PM me and I can supply you with as much information as you need to make the decission that is right for you.

p.s. Geographically and practically, Latvia is very easy to get to from Finland, or from most other parts of Europe for that matter.
p.p.s. Some people are under the belief that modules of fATPL and CPL, ME/IR can be completed in the cheapest State/school and then take all the pass certificates to your local Authority and request a test/licence - this is WRONG. JAR-FCL 1.065 states that where training has been started in one state, it requires agreement between the 2 Authorities for the training to be completed in a different State. Can become time consuming and expensive (or even impossible in cases where the 2 Authorities refuse to agree the transfer of training). Worth considering this whenever considering training outside your home country (wherever you may be based).
