Instructor rating - new regs/qualification?

Sorry if this has been asked before, I tried a search but there was so much information to trawl through I decided life was too short.

My query is related to something somebody at my flying club mentioned to me recently, namely that the CAA is introducing a new Instructor Rating for PPL holders which will qualify them to instruct new PPL students. Obviously this will negate the need for a Commercial Licence prior to becoming an Instructor, so clearly means that the Instructor cannot instruct at anything beyond PPL level.

Is this total fiction or is there some truth in it?
