Canadian ATPL, 3 exams about $60 each i believe. No such thing as a frozen ATPL, although you may write the exams when you have half the hours (750). No compulsory ground school or rip-off books to buy. I imagine converting from JAA would be pretty easy. Vice-versa would entail all 14 exams, although i think there is some loophole in which one just needs to write a couple of exams if they have so many hours PIC on aircraft over a certain weight. prob all in the LASORs somewhere.
