Taxes on education (pilot school) in the US?

I read on a pilot school site that you must pay tax (this was a florida school) when you buy time. But it does not state anything about taxes if you're taking courses (Say PPL).

So you have to pay taxes if you buy hours outside a course but not when you buy time to build up for say a PPL license?

Some states have different rules. Most states charge sales tax on aircraft rental. Some states don't charge sales tax when it is for "educational purposes." There should never be a tax on instruction.
