Is DCA handing out checks for upset training?

I'm curious if anyone has asked or received a check (if this is even true)? I heard rumor that since DCA no longer offers upset training in house, if you want to take it that they will pay for you to take the course elsewhere.
Does anyone have any information on the matter? Who do I go see and where do they send those of us what still want to take the course?
