IR with FAA CPL

Hello

I am holder of JAA PPL, and also FAA CPL licence and I would like to do IR training for my JAA licence. In JAR-FCL 1.190c there is a statement that holders of CPL licence issued in accordance with ICAO may have reduced training by 10 hours. Can I have my training reduced or such CPL licence must be issued by JAA country only ?
