FAA IR Part 61
Is there anything to prevent being 'enrolled' on the FAA IR (A) and (H) courses concurrently? I've read through part 61 and cannot find anything to the contrary. Is there is another source of information that I have missed? The plan is to split the 40 hours in half between aeroplanes and helicopters and then do two skill tests.

No, shouldn't be. If you review the Practical Test Standards (PTS) for Instrument Pilot you will see credit for given ratings, and additional requirements for rating sought. Additionally, FAA Part 61 should cite practical requirements satisfied from other category aircraft.
