Converting Icao Licence To Jaa

Hello,
I was thinking of doing my pilot training in my home country of Venezuela taking into consideration that it would cost me nearly half of the price it costs in Spain where I am currently living but I was wondering if it would be the same way to convert the venezuelan icao licence to a JAA licence as it would to convert a FAA licence to JAA which means only having to sit through the atpl theorical part or since its a non FAA licence would I have to do something else??

In addition to the 14 ATPL-theory exams you'd also need to do the CPL / ME / IR rating flight tests and get yourself a JAA Medical Class 1.
