If you are looking to get an FAA license validated on the grounds of your JAA licence then an FAA multi ppl can be issued on the grounds of your JAA CPL MEP. If you wish to use your JAA IR in the states then in order to get an FAA IR for private use you will need to sit the FAA foriegn pilots instrument rating written test prior to applying for the FAA license validation.
