Did some research on this a while back. You can write the exams in the Czech republic in English- CAA fees?? It was around 80 euros for all the papers. YES, all of them! Only problem is you had to be a Czech Citizen or at least have a job offer from a Czech company to be issued with a licence in Czech Republic.

Things might have changed since then. So much for JAR harmonisation.
