They wanted to make the IR(A) more accessible

Correct me if Im wrong but I cant see the ICAO IR(A) brigade being impressed
so the problem will remain

There is also no indication (I can see) that an existing UK IMC rating will give you a Basic Instrument Flight Module credit even though you have done all that training. If one could go back to the school you did your IMC training with and obtain a retrospective certficate (providing one is current), it would be worth it to get 10 hours off the IR.
