JAA License issue

Chaps

In regards to doing the flight training in the USA.(JAA Flight training)
If I where not a UK resident, could I still aplly for a CAA UK license ? Does it matter where in Western Europe your license has been validated, after completing it in the USA ?( In terms if reputation and getting a job ?)
I would much rather have a CAA UK License, since I will do ground school in BGS and flight training in the USA etc.
What do you think ?

yep you could. My mate is German, but has a UK issued JAA PPL.....
