Quickest Way to Obtain FAA Airmans Cert Based on JAA(UK) PPL?

Is there some way to reduce the 90 days it takes, to receive the FAA Airmans Certificate based on a JAA PPL? I was hoping to head to the States pretty soon to do some Hour Building. Having spoken to someone who has just returned from his hour building, he seemed to think it was possible to do it at the local FAA office once out there?? Or to get a "Temporary" Airmans Cert, which is valid for 90 days, by which time the original would have arrived.
Any suggestions appreciated.

This is how it works :
You send a form with your info to the FAA in Oklahoma.
They put in a request with the CAA to verify you hold a license.
The CAA responds and the FAA will issue you a Temporary "restricted license based on a foreign license" at an FAA office (FSDO= Flight Standards District Office) of your choice.
You indicate this choice on the first application form.
This does not necessarily take 60 days.
It can happen in a couple of weeks also.
It will generally help if you ask the FAA to send or fax the confirmation to the school you intend to visit instead of your home adress.
