Question Modular Training

Can anyone advise in what order is best to obtain a frozen ATPL via distance learning modular training?

(i.e Do people generally do PPL, then ATPL theory, then CPL/IR, MCC....or does the CPL come before the ATPL thoery?)

Also, what is an average cost for obtaining the licence through this method, taking into account accom in the US etc

Thanks
