at noon LMT in Lima on 12 December, The standard time and date in Osaka, japan (3447N 13527E) is?

You need the longitude of Lima. Calculate UTC by normal arc to time (ch. long. Lima to Greenwich Meridian divided by 15. Add the result to 12:00, the time in Lima). Look up Japan in Standard Time tables. This is east of the Greenwich Meridian, so add the time given in the table to UTC. This will take you over 24:00 (past midnight) so the date is the next day, and to find the time subtract 24 hours.

Which school are you taking your course with? This is a pretty standard, normal question that your instructor should be helping you with!
