Two things...

1. Does this CD not have a security attachment, which stops it being loaded more than once?

2. Have you asked permission from Alex @ BGS to sell this item as I am sure there is a requirement when you buy this item which states that it is strictly for personal use only therefore cannot be sold on?

Yes, it does have a security system which prevents it being loaded on more than one computer but the item description on e-bay says it hasn't been used yet.

There's no barrier to selling on the program, its just like any other unused software or second hand books. It is only for personal use, though, and can no longer be regarded as part of an approved course. It would be ideal for someone converting a foreign ATPL who needed to pass the exams but didn't need an approved course.
