CAA Questions that include "minimum" or "maximum"

consider the following question:

"what is the maximum permitted speed in a hold below FL190?"

Would you answer 280Kts IAS (the max. in turbulence), or 240Kts (the max. in non-turbulent conditions)?

I would say 280 Kts, because no conditions are specified. What does everyone else think?
